The municipalities increase their level of transparency, according to the 2010 ITA
The Spanish city have increased significantly the level of transparency, according to the 2010 report published by Transparency International in Spain. The Consistory of Bilbao, Gijón, Ponferrada, Puerto de Santa Maria, Sabadell and Sant Cugat del Vallés have obtained the highest score and 15 the rating of excellent. Overall, the average score of the municipalities analyzed has increased by almost a point from the year 2009.
Transparency Index of the municipalities (ITA) measures the level of transparency of the 110 largest municipalities of Spain, through a set of 80 indicators divided into five administrative areas. The results of the 2010 report were presented at a ceremony by Jesus Lizcano, Chairman of Transparency International Spain, Antonio Garrigues Walker, Life Patron of the Foundation and Jesus Ortega Sánchez-Marañón Lamb, Director General of the Fundación Ortega-Marañón, all members of the Board of Directors of Transparency International Spain.
In addition to the six municipalities that have received the highest possible score, the other 15 who have achieved outstanding notes have been those of Alcobendas, Mataró, Avilés, Elche, Gandia, Malaga, Arona, Getxo, Jaén, Madrid, Palma de Mallorca , Soria, Terrassa, Palencia and Reus.
The report notes that in this edition of the ITA 2010 mediasalcanzadas scores by all the councils have been re-assessed clearly higher for the previous year (2009), the year which had also shown significant increase over the previous edition (2008).
Thus, the overall average score of the 110 councils in 2010 has reached 73'2 points (out of 100) compared with that of 64'0 reached in 2009 (and 52'1 in 2008). In addition, almost all management areas studied, the mean scores of all the municipalities have been higher than in the past year, highlighting the improvement in financial economic transparency, where the increase has sidosuperior 13 points, and Service Agreements which has risen from 58.3 in 2009 to 66.5 in 2010.
Of the 110 municipalities analyzed, a total of 91 who have passed the score of 50 points (out of 100), while in 2009 were 79 who passed, and in 2008 had been only 55 successful candidates among the hundred municipalities evaluated that year .
