FEMP assists in the implementation of the evaluation of public policies
The operation of a Public System of Evaluation of public policies has been debated for a day's work at the Ministry of Territorial Policy and Public Administration, organized by the Agency for Assessment and Quality (AEVAL), which Secretary General participated in the FEMP, Isaura Leal.
The institutionalization of evaluation coordinated with all the authorities involved, and the challenges that involve real commitment to transparency, accountability and planning, were the axes of the working session, which involved representatives of ministries have of Autonomous Councils, government agencies and universities.
As part of this meeting for discussion, the FEMP showed their willingness to cooperate with the implementation of the public assessment system, but also raised the difficulties of implementing this model in local government, the diversity and fragmentation of Spanish local world.
The FEMP representative said the public evaluation system is "more necessary than ever" to reform and consolidate rigorously the welfare state, just as you must have good tools and a systematic evaluation of policies and programs.
The FEMP expressed hope that the articulation of a Public System of Assessment will have involvement from the start, the constitutional bodies like the Ombudsman, the Court of Auditors or the Economic and Social Council, under the leadership of AEVAL own.
Municipal experiences
Isaura Leal said the local world with diverse experiences and that there are municipalities of medium and large have their own departments and research studies to thematic observatories in areas such as immigration or employment sustainability. In large cities are made of opinion polls, his political assessment and perception of the functioning of public services, as well as research studies and assessment of sectoral policies, from within or in collaboration with universities or external bodies.
With respect to the FEMP, the Commission on Modernization and Quality works with AEVAL Quality aspects and, from the Area of Strategic Studies, has initiated a stimulating work of Policy Evaluation, coordination of initiatives and formalization of the dialogue with the Agency. In this context, it participates in the "Assessment Panel" in the "Red interadministrative and Quality Assessment"
Since the recent agreement signed with AEVAL, FEMP conducts initiatives as the next "Research and Evaluation Course premises", expected in July 2011, and other sector-specific in order to gauge and maintain the necessary coordination and cohesion of the different local initiatives.
