The municipalities may offer free WiFi services and low speed


The Market Commission (CNMV) has approved a draft circular which provides that the conditions under which the government may provide electronic communications services, among other things, provides that municipalities can offer free WiFi services, exclude coverage where the residential buildings and a maximum speed of 256 Kbps


The Draft Circular issued by the CMT on 12 April, is to regulate the requirements to be met by public networks, having considered and studied the responses of various actors made a public consultation about the past year between these were government agents, operators, political parties and citizens.

As concerns the provision of services in wireless networks, the text considers the government can provide for an indefinite period free of charge to the user 'operation and services in wireless networks using commonly used bands (WiFi ) where the network coverage excludes buildings and building complexes or mixed residential use and limited-user network speed to 256 Kbps "and this possibility is because the provision of that service does not affect free competition .

Also free of charge, the government may provide for an indefinite time internet access service limited to the websites of public administrations and the general service Internet access in libraries and to promote educational activities and cultural or educational.
The FEMP has participated in the process of consultation and negotiation that led to the CMT to the development of the Draft. Following the publication in the Official Gazette of the Draft Circular, the agents have a period of twenty days for submitting comments.
