Pedro Castro claims the right of the municipalities to participate where state policies are discussed
The President of the FEMP, Pedro Castro, has claimed the right of local governments to be present where state policies are discussed as the next Conference of Presidents, and has accused the autonomous communities to agree to bar their way to the municipalities
Pedro Castro said that when you have to look up and look away, the autonomous communities have no right to encroach on the bet and the commitment of Spanish municipalities out of the crisis. In this regard, regretted the absence of local governments at the next Conference of Presidents autonomic, where it will be the social partners, employers and unions. Therefore announced that the FEMP will fight with all our strength "to be present at these discussions," because we are so like the other two state administrations.
The President of the FEMP has made these statements during his speech at the opening of the Seminar on Democratic Quality and Corporate Governance, organized by the FEMP, in collaboration with the Agency for the Evaluation and Quality, Ministry of the Presidency on which experts and local representatives discussed the public ethics, the quality of democracy, accountability and good governance.
Pedro Castro further explained that to overcome the economic difficulties some councils needed more agile, more transparent, closer and more effective. Therefore, he added, are essential democratic quality policies and Good Government, ensuring a future "safe" level of our public institutions.
The President of the FEMP added that local governments' concerns us and concerns us the quality of democracy "and that therefore" we must respond robustly, to work from prevention, to build a model of exemplary citizenship, and defending legality, the course of justice, punishment of the guilty and the eradication of illegal and dubious practices. "
The result of this concern, he explained, is launching the Center for Quality Local Democratic and work being done within the FEMP, with the participation of all political groups to take forward the Code of Good Local Government.
Precisely one of the objectives of this seminar is to enrich the contents of this Code of Good Government, the FEMP plans to adopt the Executive Committee meeting next Tuesday, December 15th and will address the application of the principles of transparency and commitment to public ethics and the quality of democracy in municipal management.
In his speech, Peter noted that the Law of electronic access of citizens, the draft Administrative Burdens Reduction or transposition of the European Services Directive, are betting decided by the quality of democracy, and local governments as democratic institutions close to citizens, a positive influence in promoting modernization and quality improvement.
In this context, explained that the Mayors, mayors, councilors, working for the planning and building will be positive instruments for the construction of sustainable cities, allowing us to mitigate and combat the effects of climate change.
Also showed that after the excellent results harvested by the Local Investment Fund 2009, the new State Fund for Employment and Local Sustainability, will follow up the instruments that the Government has put in the hands of local governments, before the which "prove again our responsibility and commitment, with proven effectiveness in municipal governance.
In the seminar, which ends tomorrow, Friday, the professors involved Gregorio Peces Barba, Amelia Valcárcel and Fernando Vallespín, Professor Enrique Gil Calvo and President of the Spanish section of Transparency International, Jesus Lizcano, among others.
