The Government and the FEMP, willing that the laws of Local Government and funding come into force in January 2011


The Government and the FEMP are willing to have the new local government system and the new local funding are approved before the end of this year and may be applied on 1 January 2011. They have stated the President of the FEMP, Peter Casto, and Secretary of State for Regional Cooperation, Gaspar Zarrías at the end of the meeting of the Executive Committee of the Federation held today


In this regard, the Executive has agreed to call the FEMP separate interviews with Second Deputy Prime, Elena Salgado, and the Third Vice-President, Manuel Chaves, to address both issues.
 
Zarrías Gaspar, who has come to the headquarters of the FEMP to inform mayors of the basic lines of what will be the Draft Law on Local Government, announced that next week the government will begin talks to define a text articles, FEMP itself with parliamentary groups and to take forward the project in the shortest time and with the broadest possible consensus.
 
The Secretary noted that the Government wants the new Local Government Act has the support of all confirmed and submitting the Draft during the first current parliamentary session. Zarri advanced that the Act should be an instrument of modernization of our cities and towns, which should have also a legal framework consistent with the XXI Century.
 
The basic lines of the new law, he explained, will be aimed at increasing the efficiency of municipal management, strengthening the role of mayors and municipal groups, convert the House in the center of local politics; extend the ethical codes and good governance in all municipalities and order the system of local expertise.
 
At the same time, seek transparency and participation, regulate access to municipal information, generalize the status of the neighbor and try to make maximum use of new information technologies, "to be total transparency."
 
The Secretary of State said that the Government wishes that 2011 be a year marked municipalities, which means that "we will have sown" in 2010, with the new law on local autonomy and the new funding law.
 
The President of the FEMP, Pedro Castro, corroborated these words and reaffirmed the readiness of the Federation to work around whatever it takes to reach the goal of both laws are approved before the end of the year and can begin now to apply 2011.

In this regard, said the Executive endorsed the proposal prepared by a Working Group of the FEMP on the Draft Law on Sustainable Economy, which contains several proposed amendments to the text and will be transferred to the Government.
 
Castro noted that several provisions with which the FEMP disagree, because they contain demands on councils that are not required of the Government and the Autonomous Communities. Similarly, he said, include charges for materials that local government has no competence.
